Mostly it is dealing with the fact that these tools tend to be language/build tool specific and most of them implement the spec badly. Not that nice, 10 is only divisible by 2 and 5 while 12 is divisible by 2, 3, 4 and 6 and 60 is also divisible by 5, 10 and 12 so there are actually some good reasons to keep time the way it is.
